Tender Radar · UK public sector

Find UK public-sector work before the tender drops.

By the time a tender is published, the buyer has usually already spoken to suppliers. The useful notices are the early ones: pipeline, preliminary market engagement and planned procurement notices, where a buyer asks the market for input. Tender Radar watches Find a Tender and Contracts Finder for creative, marketing, video, web and design work, and flags both early and open notices.

Straight talk: public-sector selling is slow. Buyers follow formal rules, many contracts take months from first notice to award, and most bids don't win. A list of notices won't win you anything on its own. What it does is show you opportunities early enough to respond to market engagement, ask questions and decide calmly whether to bid. We don't promise contracts, and we don't make introductions or lobby anyone for you.

This week's list: creative, marketing, video and web

10 early notices and 34 open opportunities from notices published or updated in the last 45 days. Checked on 25 Oct 2026. Matched automatically by category code and keywords, so a few may be near misses. Always read the full notice before acting.

"Early" means a planning-stage notice (pipeline, prior information, preliminary market engagement or planned procurement). "Open" means a tender you can bid on now. Contains public sector information licensed under the Open Government Licence v3.0, from Find a Tender and Contracts Finder. We don't copy named contacts from notices; follow the link for the buyer's own instructions. Scottish, Welsh and Northern Irish buyers also publish lower-value work on Public Contracts Scotland, Sell2Wales and eTendersNI, which this list doesn't cover yet.

Free guide: how to use early notices

Under the Procurement Act 2023, which has applied to new UK procurements since 24 February 2025, buyers can publish notices before a tender. Three are worth watching:

  • Pipeline notices (UK1): larger buyers list procurements they expect to start in the next 18 months.
  • Preliminary market engagement notices (UK2): the buyer wants input from suppliers before it writes the specification. This is the closest UK equivalent of a US "sources sought" notice.
  • Planned procurement notices (UK3): advance warning that a tender is coming, which can shorten the bidding window.

A simple pipeline you can copy

  1. Find an early notice that fits what you already do.
  2. Go/no-go: score it with the checklist below before spending time on it.
  3. Read the documents and the buyer's instructions on how to respond. Use only the contact route the notice gives you.
  4. Respond to the market engagement questions clearly and specifically. Explain the options, risks and realistic costs. Don't oversell.
  5. Confirm receipt. Public-sector email filters can block attachments, so check your response arrived.
  6. Attend any supplier day or briefing the buyer runs. Buyers must treat suppliers equally, so expect the same information as everyone else.
  7. Watch for the tender notice and note the expected date in your calendar.
  8. Bid, or decide not to. Walking away from a poor fit is a good outcome.

QuestionScore
Have we done this kind of work before, and can we show examples?0–2
Can we meet the minimum requirements (insurance, accreditations, turnover)?0–2
Is the value worth the effort of bidding?0–2
Do we have time before the deadline to do it properly?0–2
Is the buyer local to us, or is the work remote-friendly?0–1
Is it marked suitable for small businesses, or split into lots?0–1

7 or more: worth a closer look. 4–6: only if it's strategic. Under 4: let it go.

What to avoid

  • Paying anyone who promises they can get you a contract or "guaranteed" public-sector work.
  • Contacting buyer staff outside the channel a live notice gives. During a procurement this can break the rules on equal treatment.
  • Gifts or hospitality to public officials. The Bribery Act 2010 applies.
  • If you're paid to speak to UK ministers or permanent secretaries on a client's behalf, check whether you must register as a consultant lobbyist (Transparency of Lobbying Act 2014).
